9. APPROVAL OF REVISED ACCESS EASEMENT ON TAYLOR RANCH TRAIL TO SARASOTA COUNTY
Description
On May 3, 2011, the School Board approved an access easement for Sarasota County Government on Taylor Ranch Trail.  The County is requesting that the limits of the original easement be revised to allow for access to the back of the parcel they own on the corner of US 41 and Taylor Ranch Trail, which is proposed to be a county park.

Recommendation
That the School Board of Sarasota County approve the revised access easement on Taylor Ranch Trail for Sarasota County Government as presented.

10. APPROVAL OF THE AFFILIATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, ("SCHOOL BOARD") AND TIDEWELL HOSPICE, INC. ("HEALTH CARE FACILITY")
Description

The School Board offers to enrolled students a Health Science program and the Health Care Facility manages a health care facility.  The School Board desires to provide its students a clinical learning experience through the application of knowledge and clinical skills in actual patient-centered situations in a health care facility and the Health Care Facility has agreed to make its facility available to the School Board for such purposes.




Recommendation
That the Affiliation Agreement between The School Board of Sarasota County, Florida, ("School Board") and Tidewell Hospice, Inc. ("Health  Care Facility") be approved.

11. APPROVAL OF THE AFFILIATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, THROUGH ITS SARASOTA COUNTY TECHNICAL INSTITUTE ("SCTI") AND SARASOTA COUNTY PUBLIC HOSPITAL DISTRICT, D/B/A SARASOTA MEMORIAL HOSPITAL ("HOSPITAL")
Description

It is understood that SCTI and students enrolled in SCTI desire to be affiliated with the Hospital to obtain clinical experience at the Hospital in one or more of the following programs: Practical Nursing, EMT, Paramedic, Surgical Technology, Phlebotomy.  The Hospital will accept students selected by SCTI for a period of clinical education experiences.  The nature of the experiences shall be individually arranged by the clinical education instructor of the Hospital within the stated philosophies and objectives of SCTI and the Hospital.



Recommendation
That the Affiliation Agreement between The School Board of Sarasota County, Florida, through its Sarasota County Technical Institute ("SCTI") and Sarasota County Public Hospital District, d/b/a Sarasota Memorial Hospital and the Sarasota Memorial Health Care System ("Hospital") be approved.

12. APPROVAL OF THE CONTRACTED SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND FRANCES SOSADEETER FOR SY 11-12
Description
This multi-faceted person will serve in three capacities: 1) To identify, recruit, and serve all migrant children and youth while maintaining all relevant data pertinent thereto; 2) As the ESOL Parent Outreach Facilitator who will increase involvement among the parents of ELL students by assisting with concerns related to negotiating the school system and provide relevant training which will empower parents as they work with their children at home; 3) Provide translation/interpretation services for both Haitian/Creole and Spanish as needed. This contract is not to exceed $60,000.00.

Recommendation
That the School Board of Sarasota County approve the contract in the amount of $60,000.00, with independent contractor Frances E. Sosadeeter.

13. APPROVAL OF THE AFFILIATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, ('SCHOOL BOARD') AND VENICE HMA, INC. D/B/A VENICE REGIONAL MEDICAL CENTER ('HEALTH CARE FACILITY')

GRANTS

14. APPROVAL OF THE BOOKS FOR EMMA E. BOOKER ELEMENTARY GRANT PROPOSAL TO THE LAURA BUSH FOUNDATION FOR AMERICA'S LIBRARIES
Description
COMPETITIVE: Grant funds of approximately $6,000 will allow the purchase of non-fiction and fiction books and current periodicals for the Emma E. Booker Elementary School Library.

17. APPROVAL OF THE POSTSECONDARY EDUCATION READINESS TEST (PERT) TO THE FLORIDA DEPARTMENT OF EDUCATION TO BENEFIT SCHOOLS WITH SPECIAL NEEDS STUDENTS
Description

NON-COMPETITIVE: Grant funds of $5,005.46 will allow the district to purchase required hard copies, large print, and other tests for special needs students.

18. APPROVAL OF THE PATHWAYS TO HEALTH GRANT PROPOSAL TO THE WALMART LOCAL COMMUNITY CONTRIBUTION PROGRAM TO BENEFIT 34 DISTRICT SCHOOLS
Description
COMPETITIVE: Grant funds of $4,970 will be used to develop a walking trail, post signs and establish a pedometer loan program for all interested schools that do not yet have them.

19. APPROVAL OF THE CAMP INVENTION GRANT PROPOSAL TO THE ELLEN DEGENERES SHOW/TARGET GRANT PROGRAM TO BENEFIT WILKINSON ELEMENTARY SCHOOL

COMPETITIVE: Grant funds of $100,000 will provide materials and supplies for Camp Invention, the Summer Academy of Exploration for Wilkinson Elementary School.

20. APPROVAL OF THE K-12 TARGET HARDENING (ACCESS CONTROL) GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
NON-COMPETITIVE: Grant funds of $90,000 will allow the purchase and installation of a mobile video security unit and exterior motion sensors to reduce energy costs and enhance video security in low light conditions on the Osprey campus.

FIELD TRIPS

21. APPROVAL OF THE PINE VIEW SCHOOL JOURNALISM AND TV PRODUCTION FIELD TRIP TO THE CSPA SPRING JOURNALISM CONVENTION IN NEW YORK CITY, NEW YORK, ON MARCH 13, 2012 THROUGH MARCH 17, 2012
Description
Students attending the Columbia Scholastic Press Association (CSPA) Spring Conference will be developing or honing skills that directly relate to the state standards for journalism instruction (levels 1-4) marketing, writing, design, editing, photography, and media ethics.  The three day conference offers more than 350 sessions organized around strands related to newspaper, yearbook, magazine, online media, and broadcast, which will enable students to network on a national level within their own field, in addition to engaging in dialog with students involved in other areas of journalism that represent potential careers.  These course offerings are taught by high school and collegiate level experts in the field.

Recommendation

That the Pine View School Journalism and TV Production field trip to the CSPA Spring Journalism Convention in New York City, New York, on March 13, 2012 through March 17, 2012, be approved.



22. APPROVAL OF THE VENICE HIGH SCHOOL 9TH - 12TH GRADES CHORUS FIELD TRIP TO WASHINGTON, D.C., ON MARCH 8, 2012 THROUGH MARCH 13, 2012
Description

This is a high level performance opportunity for students to participate in the National Festival of the States concert series.  Students will be able to showcase classroom mastery of curriculum.



Recommendation

That the Venice High School 9th - 12th grades Chorus field trip to Washington, D.C., on March 8, 2012 through March 13, 2012, be approved.



23. APPROVAL OF THE NORTH PORT HIGH SCHOOL 10TH - 12TH GRADE DANCE STUDENTS FIELD TRIP TO UNIVERSITY OF THE ARTS, PHILADELPHIA, PENNSYLVANIA, ON MARCH 7 - MARCH 11, 2012
Description
Students will attend the National High School Dance Festival where they will perform, take classes and participate in various dance auditions.

Recommendation
That the North Port High School 10th - 12th grade dance students field trip to University of the Arts, Philadelphia, Pennsylvania, on March 7, 2012 - March 11, 2012, be approved.

EXPULSIONS

24. APPROVAL OF EXPULSION CASE NO. 11-359
Description
The student listed in Expulsion Case No. 11-359, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 22, 2011, the student listed in Expulsion Case No. 11-359, violated School Board Policy 5.34(1)(d), Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until August 1, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-359, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year, the 2012 summer, until August 1 of the 2012-2013 academic year.

Description

The student listed in Expulsion Case No. 11-390, is in violation of an accepted  Expulsion Settlement Agreement for alternative school placement.  On September 23, 2011, the student listed in Expulsion Case No. 11-390, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs or Substances Represented to be Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 30, 2012.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-390, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

Description
On August 22, 2011, the student listed in Expulsion Case No. 12-013, violated School Board Policy 5.34(1)(d), Battery on Another Student.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until August 1, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-013, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year,. the 2012 summer session, until August 1, of the 2012-2013 academic year.

Description

The student listed in Expulsion Case No. 12-060, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On September 23, 2011, the student listed in Expulsion Case No. 12-060, violated School Board Policy 5.34(1)(a), Possessed, Used, or Sold any Illegal Controlled Substance Capable of Modifying Mood or Behavior.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 30, 2012.



Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-060, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

Description

Description
On December 14, 2011, the student listed in Expulsion Case No. 12-221, violated School Board Policy 5.32, Zero Tolerance, School Board Policy 5.34(1)(d), Battery on Another Student, and School Board Policy 5.34(1)(d), Robbery.  It is the recommendation of the Superintendent and the Hearing Officer that the student be expelled from the Sarasota County Schools until June 15, 2013.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been requested by the student/parent, the recommendation as specified by the Hearing Officer in Expulsion Case No. 12-221, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year, the 2012 summer session, and the entire 2012-2013 academic year.

Description

Description

MATERIALS MANAGEMENT

33. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture as property to be deleted be approved.

34. APPROVAL TO AWARD BID #12-0117 FOR HOUSEHOLD AND SMALL COMMERCIAL APPLIANCES
Description
Bids to provide 'Household and Small Commercial Appliances' were received from three vendors on December 6, 2011.  The bid of Commercial Laundries of West Florida, Inc., was the best low bid meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budgets of the Facilities Services Department and the schools.

Recommendation
That the bid of Commercial Laundries of West Florida, Inc., to provide 'Household and Small Commercial Appliances' in an amount not to exceed $75,000.00, be approved for award and purchase.

CONSTRUCTION

35. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $19,671.70 in gross contract dollars.

Included in these change orders are $42,268.00 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $44,854.08 result a net of $2,586.08 in sales tax savings.



Recommendation
That the Construction Services' Change Order(s) be approved and/or ratified as presented.

36. APPROVAL OF ARCHITECT'S CONTRACT FOR THE BOOKER MIDDLE SCHOOL-HVAC RENOVATION PROJECT
Description
This project is a design "reuse" of the Laurel Nokomis School and Sarasota Middle School HVAC replacement projects, updated to current building codes.  The scope of work shall include design and construction administration services to renovate the HVAC systems including new chiller(s) and pumps, thermal energy storage system, piping, air side systems, and electrical distribution system at the referenced campus.  Also included is the sealing of the perimeter of the attic space with an air barrier to create a non-ventilated attic, paint, carpet, ceiling, paving and concrete.  On January 23, 2012, the Director of Construction Services and a member of the Professional Services Selection Committee met with a representative of TOTeMS Architecture, Inc. and successfully negotiated a contract.  The amount of this contract is $585,000.00.  These contract documents have been approved by the School Board attorney and are available for review at the Construction Services Department.  The project budget for the entire renovation is $10,000,000.00.  $2,000,000.00 is available in the current FY budget for the initial phase of the project.

Recommendation
That the architect's contract for Booker Middle School-HVAC Renovation project be approved as presented.

FINANCE

37. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE PERIOD OCTOBER THROUGH DECEMBER 2011
Description

The Superintendent's Financial Statements for the months ending October 31, 2011, November 30, 2011, and December 31, 2011 do not reflect any unexpected trends for the midpoint of the 2011-2012 fiscal year.  The General Fund has reversed the negative undesignated fund balance with the receipt of property tax revenues in November  2011.  Deficit spending will continue in the General Fund as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues.  The large variance between 2012 and 2011 on the District's balance sheet at December 31, 2011 for accounts payable is a result of the implementation of the Crosspointe software in August 2011.  The District is now more appropriately reflecting our accounts payable liabilities and actual expenses in the period they are incurred rather than the period paid.

New Business
39. APPOINTMENT OF MR. H. MURRAY BLUEGLASS TO THE OVERSIGHT COMMITTEE FOR THE INTERLOCAL AGREEMENT ON SCHOOL FACILITY PLANNING
Description
The Interlocal Agreement on School Facility Planning, Section 10, calls for each party to appoint a citizen representative to a committee with responsibility to monitor implementation of the ILA.  The School Board's current representative, Mr. Paul Mercier, has asked that he not be reappointed when his term expires this month.  Mrs. Zucker has asked that Mr. H. Murray Blueglass consider a two-year appointment, and he has consented.  Mr. Blueglass has retired to Sarasota County after many years in Superintendent positions in New York and New Jersey, during which time his districts built 17 new schools and additions.

Recommendation
That the School Board of Sarasota County appoint Mr. H. Murray Blueglass as its representative to the Citizen's Oversight Committee to the Interlocal Agreement on School Facility Planning for the period March 2012 through February 2014.

40. MODIFICATION OF ATTENDANCE ZONES
Description
Pursuant to School Board Policies 5.20 and 7.78, a Boundary Advisory Committee was formed in September of 2011 to study the enrollment gaps between Heron Creek and Woodland Middle Schools, and to recommend possible actions.  The BAC presented a recommendation at the Board's December 6, 2011, Work Session.  On January 3, 2012, the Board voted to advertise the proposal.  The Board held a Public Hearing in North Port on January 17, 2012.  The proposal would move about 185 students to Woodland from the Heron Creek zone.

Recommendation
That the School Board modify the attendance zones for Heron Creek and Woodland Middle Schools as presented in the attached Walking Descriptions, becoming effective June 5, 2012, grandfathering currently enrolled Heron Creek 7th grade students for the opportunity to remain there without transportation, and allowing such students' current 5th and 6th grade siblings to attend with them, also without transportation.
